Despite sounding like a walking cliche, Penelope is not your average girl. She's practically mute, which would explain why the word "no" is not a part of her vocabulary. Disregarding the fact that she doesn't prefer to speak very often, she's quite the sweetheart. The kind of person who would give a homeless person her lunch, or pay the remainder of a stranger's bill if they didn't have the money. This often puts her in the position to be easily manipulated, which because of how kind and naive she is, she doesn't even seem to know it's happening in the first place. She's stubborn in believing that there's good in everyone, you just have to dig deep enough to find it. There aren't a lot of moments spent with Penelope where she doesn't have a smile on her face. Human companionship is something she craves. She's a great listener, and when she chooses to speak, she often gives the best advice she is capable of giving.
A lot of people will agree that sometimes her presence is off-putting. Her silence is awkward to most, and it always seems like she's hiding something. Which they aren't entirely wrong, for Penny is a very secretive person, who likes to keep her feelings and past bottled up tight. Due to her desire to refrain from speaking, she doesn't often get to let things out. They bubble up inside of her until she blows up into a complete crying and snot covered mess, which she only allows this to happen in the privacy of her own room. You could almost in a way call her possessive, for she wants nothing more than to have as many friends as she can muster up. She's been known to get jealous of other's very easily, and often cries when she doesn't get her own way. But then again, don't we all?

Penelope was born to a wealthy family in Chicago, Illinois. Sadly, she wasn't allowed any siblings, for she was the first and last child her mother would ever be able to have, due to medical complications during Penelope's birth. As a child she was quite talkative and extremely imaginative. Thankfully her father made enough money as a big shot lawyer that it allowed her mother to be a stay at home mom. Due to her father's hectic work schedule, it was often just Penelope and her mother, creating a bond between them that not even her father could comprehend.
At age thirteen her and her mother were in a terrible car crash. Her mother died on impact, leaving an unconscious and severely injured Penelope behind. She woke up in the hospital, and when she asked her father what had happened to her mother, he immediately burst into tears. That was the only response the young girl needed. That day was what bought her silence. Everyday she wound up speaking less and less, until she was ultimately silent, as she found herself mostly alone now that her mother was gone. Her grades began to drop, and more often than not she would refrain from going to school.
As her father watched the steady decline of his daughter's health and well being, he made a bold and last minute decision right after her fifteenth birthday. They packed up all their belongings and left the hustle and bustle of Chicago, trading it in for a small town and corn fields. It was a desperate attempt to revive his daughter, but little did he know there was more to Anytown than meets the eye. Penny would often explore the small town, only to be surprised at the weird goings on. You could say it piqued her interest, and she's been trying to solve the mysteries ever since, of course without her father's knowledge.
